Hey everyone! I posted this tutorial in IF and I just thought I would post it here too =].
I don't wanna be too strict but try not to copy exactly from the tutorial >.< Make your filtering unique and not plain like mine.
I was NOT going to post this tutorial because I don't want a lot of people to have the same kind of filtering as me. Just get an idea from this tutorial peoples!!! Elaborate your filtering more [does that make sense o.O] I meant filter it more after this tutorial because this tutorial is just basic filtering... ok I'll shut up now xD...

Puahah I got that from some forum xD What it means is DO NOT TAKE MY RESULTS AND USE THEM AS TEXTURES. MAKE YOUR OWN. I noticed someone using my results [thats right i have good eyes]. This is why these tutorials are here and I'll know if you used it >=]. I didn't do all this hard work for you guy to just take it as a texture. If I wanted you to use it then I would just post it as textures NOT tutorials. I will not tell you to stop but you should STOP.
Filtering
-Create a new document with a black background.
-Make a new layer.
-Get a round brush.
-Hold down shift while you draw a line.
-Go to filter>distort>shear. Do something like THIS.
-Then erase the ends so it'll look something like THIS.
-Duplicate the layer and go to Filter>Blur>Motion Blur. Distant from 20-40. Turn the angle until one end is small and the other is big like THIS.
-Duplicate it again so it'll be more visible. Rotate those two layers until it fits with the line like THIS.
-Select the bottom layer. Select inverse and erase so it'll be less visible.
-Duplicate it or make another one and rotate them.
Extra:
After that maybe you can shear/twirl/polar coordinate/wave it??? Add more stuff x]
