My problem is that I am not very tall and my legs are kind of fat. I wonder how to loose the weight in my legs, especially in the calf area? I don't want to develop too much muscle, I just want it to be fit and toned. Any advise on what kind of exercise can i do?

Bike riding would be the best option, most french women do this as part of their daily/weekly routine. I'm not so sure about excercises? walking up the stairs? sorry bout that.

I would recommend lots of cardio ie running and elliptical and even swimming which will help tighten those muscles rather than building big muscles with lifting heavy weights. Of course recommended along with it is a healthy diet with lots of water, lean meats, lots of veggies and fruits.

Cardio and leg stretching exercises should do the job.
Also, dieting and eating less foods with high protein and high carb content will help (not to the point of being unhealthy).
Do you wear high heels? Time to stop wearing them if you want better looking legs.

In the meantime, wear high heels, they make your legs look longer so in a sense, it will not look as wide.

I would suggest pilates or yoga. Really good for toning without making you develop huge chunky muscles.
As for clothing, maybe long skirts, if you're into them.

Wear heels. And maybe pilates and yoga to stretch muscles rather than cardio, eg running.
Calf muscle can get bigger if you do cardio, I decided to take up running for a while and it was ultimately painful when the boots refused to zip up nice and loose. I stopped and it is now back to its normal state. Yes it isn't toned but I can't stand thick calf muscles on my legs, it puts my lower body out of proportion and I hate it.

Heels make your legs LOOK longer and hence make the calves LOOK smaller. Wearing heels may burn off fat on your calves, but it does not reduce your calve muscles. In fact, it shortens your calf muscles and makes them bigger. Next time you wear heels, feel that bulge on your calves.
If calf muscles are the problem, you can make them smaller by:
1) Elongating the muscles to reduce girth. You achieve this by doing stretching exercises and aerobic exercises like jogging. Sprinters have big calves and marathon runners have slim calves.
2) Losing muscle mass. You lose muscle mass by muscle atrophy or by exercising plus dieting. Do endurance and resistance exercises and reduce protein intake. Don't eat right after you exercise.

It really depends on if it is fat or muscle that you want to loose. Most women have no clue that the majority of there body mass is made of muscle not fat. Also your calf is a bundle of muscles not fat.
Women are also to paranoid to work out or lift weights, thinking that it will turn them into SheHulk and that's just not how woman's bodies work or are designed.
High heels look great and shorten the calf, but they shorten the tendons and calf muscle which causes strain and over time your calf's will get more "bulky" and appear larger due to inflammation building up in the muscle strands.
The best thing to make them thinner is to elongate them. Meaning to make all the little strands of muscles in the three main calf muscle's lengthen. The best way to do that is to first adjust your diet. Adding fish or making fish your primary meal for lets say dinner will help to lean out not only your calf's but your entire body. Second "STRETCH!!!!" I can't stress this enough. So many people take stretching for granted and it is the #1 way to burn the most calories in the quickest amount of time, based on a burn calorie/time ratio. It also prevents injury and micro inflammation from occurring in the muscle strands. Third is exercise, bike riding is the best idea and then calf stretches and work out, by standing on the edge of a thick book or something so that when you stand on it, only your front half of your foot is on it, letting the back half (your heels) be completely off the edge. Then lower and raise your entire body by only moving your feet (ie: standing on tipy toes then lowering). So your toes will always be on the book and level and your heels will go lower then your toes (stretching, lengthening calf's) and then you will raise your body by making your heels be high then your toes (burning calories, tightening calf muscles) which will make them look learner, not muscular or bulky.
